Should I let this lady keep my cat?

First of all I should state that I live in a city where there are no formal animal shelters. People find homes for animals on their own, but that's about it. So I found this one cat, he ended up getting ringworm all over his body, and I gave him to this lady, who runs a shelter. I ended up finding out later that her shelter is in really bad conditions, animals are covered in dirt, mud, some of them are starving, some of them are attacking one another for food, etc. The lady's very secretive, and even though I think she cares about animals to an extent, I think she might be a hoarder, and can't take care of all them. Now she's out of town, and from the little that I found out from her assistant, she keeps my cat in her apartment, and my cat just roams freely. The assistant washes my cat, but he still might have ringworm, because the lady and the assistant both got ringworm. Now assuming that this lady has a good heart, but just doesn't know how to handle all these animals, do you think she will faithfully keep my cat, or will she end up putting him in the same shelter or putting him on the street? By the way dogs and cats are in the same space I think. I'm not exactly sure.
