Stocking and harrassment charges?

This crazy lady down my road stole my cat. Immediately after my sister adn nephew seen my cat in their yard, we called the police. The next day, somebody else called the police for her taking their cat as well. The police told me to just basically if i see my cat to take it. The problem is that she is trying to keep me away from her house cause my sister, nephew, and a guy in the neighborhood seen her son holding it outside. It took 4months to get this far, & she will not let anybody in her house not even the cops. The first time the cops showed up, she didn't answer the door adn his been hiding in her house. However, she seen my sister taking pictures of her house as evidence that she was really home and she was. She seen my sister, but she thinks i called the police the second time and i didn't. It was somebody else. Anyways, are these charges legit & wat extent do they hold for? She hasn't done it, but she basically wants my cat and is a cat hoarder. She is also pretty psychotic and vengeful. It's frustrating cause she might get away with my cat, and there is nothing i can do about it. However, i have three people who saw it and a second person who claimed the same thing on her
