What is the meaning of "I don't think so" ?

when you ask someone if it will be sunny tom. and they say "i don't think so" and you ask someone if they will get married and they say "i don't think so" is there a difference between the two things ? cause the first one is if you think something will happen and the second one is proposing some sort of idea ?
